Judge gives red-light cameras the green light

Houston's red-light cameras are lawful and constitutional, but the hearing process needs some tweaking, according to a state district judge's ruling.

The ruling stems from a lawsuit filed earlier this year by brothers Michael and Paul Kubosh, who tried to short-circuit the red-light program by arguing that the civil fines conflicted with state law, among other objections.

Bail bondsman Michael Kubosh purposely ran a red light last year, then sued the city after he got caught on camera and fined. His brother, lawyer Paul Kubosh, assisted with the lawsuit.

Judge Sharolyn Wood wrote in a letter to both sides that the program is constitutional, and that the city had the statutory authority to operate the red-light cameras even before Sept. 1, when a state law regulating the program went into effect.
